Defense Secretary Chuck Hagel advocates for a change in military policy, wherein commanding officers can’t overturn court-martial convictions. The change is in response to increased awareness of sexual assault in the United States military. The change is a step in the right direction, but until commanding officers are removed from pre-trial procedures, much more needs to happen to protect victims of sexual abuse.
